was a main participant? To some extent the "Hands" tried
to return to Abdu'l-Baha's true Covenant, just not enough....
They wanted their hands on the levers of control and power.

It should be pointed out that the Hands committed a major and dramatic
coup - a complete upheaval of the Administrative Order as it had been
prior to the death of the first Guardian in 1957. They did this over
the course of a single meeting of the Hands held in secret.

But they actively and deceptively covered up this decision to
implement a dramatic shift over a period of 6 years while they
gradually and systematically introduced the idea of following a
different leadership than had been put in place by Shoghi Effendi.

It was a careful and clever cover-up and propaganda effort and the
Baha'i sheep walked lockstep in following it.
